	<title><![CDATA[Walter Silva Araya]]></title>
	<description><![CDATA[<p>Walter F. Silva-Araya has a Ph.D. in Civil Engineering with concentration in Hydraulic Engineering from Washington State University. He also earned a Master of Science Degree in Civil Engineering with concentration in Water Resources from the University of Puerto Rico, Mayaguez Campus (UPRM) and a BS degree in the Civil Engineering from the University of Costa Rica.&nbsp; He is Associate Director of&nbsp; the Puerto Rico Water Resources Research Institute (PRWRRI). Was Director of the R&amp;D Center, Chairman of&nbsp; the Department of Engineering Science and Materials, Director of the Fluid Mechanics Laboratory of the UPRM and Associate Co-Director of the Center for Hemispherical Cooperation (CoHemis).</p><p>Dr. Silva-Araya consulting experience in Puerto Rico includes work in hydrologic/hydraulic studies, hydrodynamics, sediment transport, overland erosion and local scour in bridges.&nbsp; Dr Silva&rsquo;s expertise includes mathematical modeling of hydraulic systems, hydraulic transients and unsteady open channel flows. He does consulting works in water resources, hydraulics and hydrodynamics for private firms and government agencies.&nbsp; He also served as expert witness in several ocassions.</p><p>Doctor Silva-Araya is working on funded research.&nbsp; His major research interest is in erosion and sedimentation, vegetative waterways, unsteady closed and open channel flow, rehabilitation of hydraulic structures, enviromental hydraulics and numerical modeling of hydraulic systems. He teaches undergraduate and graduate courses in fluid mechanics, water resources and advanced hydraulic engineering. Dr. Silva-Araya serves as reviewer for the Journal of Hydraulic Engineering, ASCE and is member of CIAPR, and IAHR.</p><p>&nbsp; Dr. Silva-Araya has trained professional engineers and technitians during the last 20 years in local and international events, offering short-courses, seminars and workshops in hydraulic modeling and design, design of stormwater systems, erosion and sedimentation control measures. He publishes in peer reviewed journals and conference proceedings.</p>]]></description>

	<title><![CDATA[Wei Fan]]></title>
	<description><![CDATA[<p><span style="font-size: medium;"><strong>Dr. Wei (David) Fan</strong>&nbsp;currently serves as an associate professor in the Department of Civil and Environmental Engineering (CEE) at The University of North Carolina at Charlotte (UNCC). Dr. Fan holds a Ph.D. (May 2004) in Civil Engineering &ndash; Transportation from the University of Texas at Austin (<strong>Hook &rsquo;em Horns!</strong>). He was a Senior Analytical Optimization Software Developer for the R&amp;D Department at SAS Institute Inc. located in Cary, North Carolina from June 2004 &ndash; August 2006. Prior to joining UNCC, he was an assistant (and later an associate) professor in Civil Engineering Department at The University of Texas at Tyler (UT Tyler) from August 2006 to August 2013.</span></p><p>&nbsp;</p><p><span style="font-size: medium;">Dr. Fan&rsquo;s primary research interests include operations research, transportation network modeling &amp; optimization, traffic operations and simulation, transportation&nbsp;safety and crash analysis, transportation systems planning and demand forecasting, intelligent transportation&nbsp;systems (ITS), and application of advanced econometric methods in transportation, as well as computer software development. Dr. Fan serves as an associate editor of IEEE Transactions &ndash; Intelligent Transportation Systems while also serving as a member of three&nbsp;other transportation journal editorial boards. Dr. Fan also serves as a member on the&nbsp;National Science Foundation (NSF) review panel, the Transit Cooperative Research Program (TCRP) panel and three Transportation Research Board (TRB) committees. He has been working as an active ad hoc reviewer for more than 20&nbsp;prestigious journals as well as the national Highway Capacity Manual (HCM) (2010 version). He was selected by the students as the Best Civil Engineering Professor of the Year 2007 at The University of Texas at Tyler and was a proud ASCE Excellence in Civil Engineering Education (ExCEEd) Teaching Fellow in 2007.</span></p><p>&nbsp;</p><p><span style="font-size: medium;">Dr. Fan has been and is involved in many sponsored projects (over 10&nbsp;million dollars in funding), having been&nbsp;principal or co-principal investigator on many research studies for the U. S. Department of Transportation (USDOT), Federal Highway Administration (FHWA), National Cooperative Highway Research Program (NCHRP), SHRP2 Education Connection, Texas Department of Transportation (TxDOT) and&nbsp;North Carolina&nbsp;Department of Transportation (NCDOT). He is currently&nbsp;working tirelessly on&nbsp;seeking funding from the National Science Foundation (NSF), U.S. Department of Homeland Security (DHS), Transit&nbsp;Cooperative Research Program (TCRP)&nbsp;and Charlotte Department of Transportation (Charlotte&nbsp;DOT). He had published more than 80 journal articles, proceeding papers and technical reports on transportation network modeling, transportation systems planning, traffic operations and simulations, traffic&nbsp;safety and crash analysis, pavement M&amp;R project selection optimization, operations research applications in transportation, and ITS. 	<description><![CDATA[<p>Dr. Pacheco-Crosetti is a licensed professional engineer in PR.&nbsp; He obtained a <strong><em>PhD Degree</em></strong> from the University of Puerto Rico at Mayag&uuml;ez (2007; major: Structures, minor: Geomechanics); a <strong><em>Graduate Specialist Degree</em></strong> (Master of Engineering) in Theory and Practice of the Finite Element Method from UNED, Spain (1995); a <strong><em>Master of Science Degree</em></strong> from the University of Puerto Rico at Mayag&uuml;ez (1993; major: Structures, minor: Geomechanics); and a <strong><em>Professional Diploma in Civil Engineering</em></strong> from the University of C&oacute;rdoba, Argentina (1988; major: Transportation).</p><p>He is a tenured full <strong><em>professor</em></strong> in the Department of Civil and Environmental Engineering and Land Surveying of the Polytechnic University of Puerto Rico (PUPR), the <strong><em>Director</em></strong> of the Transportation Infrastructure Research Center, the <strong><em>Coordinator</em></strong> of the Professional Development Program in Transportation Infrastructure Inspection PUPR/ACI-Herzog, the <strong><em>Co-Coordinator</em></strong> of the Undergraduate Research Program for Honor Students, the <strong><em>Co-PI</em></strong> of the <em>PUPR-Rutgers Consortium</em>, part of the <em>University Transportation Center</em> sponsored by the FHWA and lead by Rutgers University that focuses in Transportation Infrastructure Resilience, and the <strong><em>Co-Coordinator</em></strong> of the ACE FE and CE/PE licensee exams review seminars offered at PUPR. And he is also a <strong>past president</strong> of the American Society of Civil Engineers (ASCE) Puerto Rico Section, and a current <strong>member</strong> of the Earthquake Commission of the College of Engineers and Land Surveyors of Puerto Rico (CIAPR). He has successfully mentored over 70 students in applied undergraduate and graduate research projects, many of them related to inspection and evaluation of infrastructure, its performance and resilience.</p>]]></description>

	<title><![CDATA[Marta Rosales]]></title>
	<description><![CDATA[<p>My research is oriented to Structural Engineering within Civil and Mechanical Engineering using analytical tools as well as computational and experimental mechanics. Buckling and dynamical problems are addressed. Linear and non-linear, deterministic and stochastic models are studies. Also, direct and inverse problems are tackled. A relevant tool is the Uncertainty Quantification considering both the randomness of the structures and the loads (wind, pedestrians). In this frame, timber structures with uncertain mechanical properties, stochastic modeling of thin coatings of metallic components and drillstrings, propagation of uncertainties in guyed masts, parameter inference in cables (guys, conductors). Another fiel of expertise is Wind Engineering. My teaching activities are related to Mechanics of Materials and Dynamics of Structures.</p>]]></description>
